To understand what "hell" means in the New Testament, we have to look at the original Greek words, two of which are "Gehenna" and "Hades." "Gehenna" refers to a place of punishment and perpetual burning, while "Hades" refers to the unseen world, not innately a place of punishment. The place of punishment is eternal, but eventually all will be seen. VF-2225 Matthew 16:15-19
